The park plays an important role within the east eco-corridor in the Optics Valley Center Area, connecting Jiufeng Forest Park with the Baoxie Lake. Furthermore, the park is the major recreational space in the new Optics Valley CBD area.

Because of this situation in particular and the Wuhan flood issues in general, the park needs to contain several main functions:

- Provide recreational space for labors, shoppers, tourists and resident and contribute to an active lifestyle.

- Preserve and improve the natural storm water corridor by integration of the Sponge City concept.

- Provide opportunities for public access and environmental education consistent with restored habitat areas.

- Establish connection between existing and restored hills and water body.

With these clear purposes the park is capable of serving the city needs far beyond the improved city image and value. With construction finalization the park will be well integrated into the Optics Valley city context. It will serve communities, user groups and will help to improve local conditions.
