On December 26th, 2025, Wuyue Plaza at Changzhou Starry City officially grandly opened — marking a key operational milestone for Xinlong Lake International Financial Plaza (Starry City), the core landmark of Changzhou’s High-Speed Railway New City. In partnership with GFDesign, OBERMEYER leveraged its professional design expertise to align with Changzhou’s urban development needs. The result is a functional, regionally tailored mixed-use complex that now fully serves urban life.

Xinlong Lake International Financial Plaza (Starry City) sits in the heart of Changzhou High-speed Railway New City, adjacent to the high-speed railway hub. Comprising 7 buildings with a total gross floor area of approximately 554,000 m², it integrates Wuyue Plaza, Sofitel Hotel, high-rise apartment (The Starry Center) and multiple Grade 5A office towers. This smart, ecological, dynamic and shared headquarters cluster is the first municipal key project in Changzhou New North District with an investment exceeding 5 billion yuan. It addresses the urban function gaps of the HSR New City, while also playing a key role in connecting urban districts and boosting regional vitality.

As early as 2020, OBERMEYER collaborated with Southeast University Urban Planning and Design Institute to undertake comprehensive planning and urban design for Changzhou High-speed Railway New City. OBERMEYER was in charge of the Detailed Urban Design for the HSR New City’s Core Area - the front zone of Changzhou North Railway Station. Our team leveraged the multidisciplinary expertise required for TOD projects, blending international concepts with Changzhou's local characteristics, and emphasizing the integrated development of “Station – City – Lake”, transforming the core area of the HSR new city into a new Urban Center, a Pivotal Hub along the central axis, a new Industrial Highland, and a Smart Ecological City.  （ to be continued ） 

After more than five years’ development, as one of the startup projects of the High-speed Railway City Core Area, the opening of Wuyue Plaza signals Starry City’s full entry into a new operational phase. Moving forward, this landmark complex will continue to drive regional functional upgrades. OBERMEYER will keep supporting delivering high-quality landmark projects for more city key areas.
